FEBIS event at the European Parliament - 9 June 2026

Ensuring interoperability and trust in company data sharing is becoming essential for Europe’s competitiveness, innovation, and financial security. As the EU advances discussions on the Digital Omnibus and European Business Wallet proposals, policymakers and stakeholders are increasingly focused on reducing fragmentation, empowering businesses, and strengthening crime prevention across borders.

In this context, a high-level event hosted by Giorgos Georgiou will take place at the European Parliament on 9 June from 12:30 to 14:00 CEST, followed by a networking reception.

The event, organised during the Cypriot EU Presidency 2026, will bring together EU institutions, national authorities, supervisors, civil society, and industry representatives to discuss how Europe can:

  • Strengthen trusted frameworks for cross-border data sharing and reuse;
  • Simplify access for SMEs and sole traders to the European data economy; and
  • Support innovation through cross-border sandbox programmes for safe data reuse.

The discussion will highlight how stronger interoperability can help unlock growth, improve efficiency, and reinforce Europe’s efforts to prevent financial crime.

Participants wishing to attend are invited to complete the accreditation requirements accessible online (link) for access to the European Parliament premises and send the requested information to: secretariat@febis.org.

The final agenda and additional logistical details will be shared closer to the event date.

Reminder : Public consultation on eInvoicing

The European Commission is preparing a revision of the EU framework on eInvoicing, with a legislative proposal expected by the end of 2026. This initiative aims to improve interoperability, reduce administrative burden, and support the digitalisation of invoicing across the European Union.

A public consultation is opened until June 10th. The PPCWG is writing a contribution, but all members are invited to also share insights and directly answer to the consultation. If you need support you can contact the secretariat and we will guide you in the process.

The policy objective is to improve harmonisation and interoperability while reducing cross-border administrative burdens. The revision also aligned with the ViDA initiative, which will make e-invoicing mandatory for cross-border B2B transactions by 2030.

Minutes from the last Working Groups

PPCWG – May 21

During the latest PPCWG meeting, members received a comprehensive presentation from Antonis Ntinos, Chair of Greek Chapter, on Greece’s evolving e-invoicing and e-reporting framework.

The session explored how Greece is moving from digital tax reporting towards a broader e-invoicing mandate, with phased implementation planned for 2026. Large businesses are expected to enter the system first in March 2026, followed by wider B2B adoption in October.

Greece’s hybrid model combines structured tax reporting to the administration with full invoice transmission through invoicing providers. The approach aims to improve data quality, reduce errors, accelerate real-time reporting, and further decrease the VAT gap. Particular attention was also given to support for SMEs through the free “Timologio” application.

The discussion covered alignment with the EU’s ViDA initiative, as well as ongoing developments related to eFTI and digital delivery notes.

Several new actions and workstreams were proposed :

  • A joint Greek Chapter–PPCWG workstream on the Greek mandate;
  • A potential cross-working group initiative on eFTI involving both PPCWG and the Supply Chain WG; and
  • Continued engagement on the EU consultation regarding the revision of electronic invoicing rules in public procurement.

The group also discussed concerns possible over-regulation of security requirements at EU level, particularly regarding mandatory encryption and secure delivery mechanisms. Members highlighted the need to ensure consistency with ViDA while avoiding unnecessary burdens on service providers. A dedicated GENA workstream on this topic will be established.

All the elements and the minutes are available on GENA website, in the dedicated Library section.

GENA Academy in Philadelphia

GENA successfully held its first-ever Academy in the United States, hosted by Vertex Inc. on Mau 17 & 18, bringing together members of the global e-invoicing and digital trade community for several days of expert discussions and knowledge sharing.

Led by Alex Pavel and Michel Gilis, the sessions explored how e-invoicing is evolving beyond compliance to become a key driver of finance, procurement, ESG, and digital trade transformation.

Participants discussed major industry trends including Continuous Transaction Controls (CTC), interoperability standards, trust and security, VAT automation, e-procurement, payments, and project implementation strategies.

GENA also thanks Kathya Peimbert, Pat Clark, and Kieragh Schneider from Vertex Inc. for their support and contribution to the event.

The Academy reflected GENA’s commitment to strengthening collaboration and knowledge sharing across the global digital trade ecosystem.

VAT in the Digital Age : 2026 Work Programme

On May 22, the European Commission has published its 2026 work programme for VAT in the Digital Age (ViDA), outlining the next implementation steps for one of the EU’s most ambitious digital tax reforms.

Building on the implementation strategy released in September 2025, the programme confirms the gradual rollout of the ViDA package through 2035 following its formal adoption in March 2025.

Key milestones include:

  • 2027: Extension of the OSS framework to additional B2C e-charging supplies, alongside clarifications for OSS and IOSS users.
  • 2028: Introduction of new deemed supplier obligations for digital platforms in short-term accommodation and passenger road transport, together with the first major Single VAT Registration reforms.
  • 2030: Launch of mandatory Digital Reporting Requirements (DRR) for cross-border B2B transactions based on e-invoicing, which will become the default invoicing method across the EU.
  • 2035: Alignment of national real-time reporting systems with the EU cross-border reporting framework, completing the final phase of ViDA implementation.

The programme sends a strong signal that Europe is accelerating the digitalisation of VAT reporting and compliance. Businesses, platforms, service providers, and tax administrations now have greater visibility on the roadmap ahead and the transition toward a more harmonised, real-time VAT environment across the EU.
